The Habitat Directive 92/43/EEC obliges all Member States of the European Union to deliver a national list of places of Community importance according to its Annexes, which, in successive phases, will be transformed into a List of Places of Community Importance ( LIC) and then in Special Conservation Areas (ZEC). Such SACs, together with the Special Protection Areas for Birds (SPA), make up the future Natura 2000 Network.

Its purpose is to ensure the long-term survival of species and habitat types in Europe, helping to halt the loss of biodiversity. It is the main instrument for nature conservation in the European Union.
